Spam posts?

Hey I was wondering... I mean I know I havn't been around here in quite a while. But when did all these SPAM posts start? And is there any way to stop them?
Really, it seems like it's only a small handfull. perhaps two or three people. Bans don't work, and I have an idea why. (which I can't say yet.) I'm hoping to have countermeasures in soon. (read: eventually)
What's great is (at least, in the US): Ban Evasion = Harassment. And that's gounds for legal intervention.
